Firearms Licensing Requirements
Requirements to Possess New/Transfer Firearm (Individual)
An individual must be a Filipino citizen, at least 21 years of age, of good moral character and qualified to posses/own a firearm. Application form must be properly accomplished, signed by the applicant and duly notarized. The following forms are to be strictly complied with before submission:

Instructions to Applicants
Fill-up all information required and attach your 2x2 colored picture in the space indicated.
Attach the required original or authenticated photocopy (duly authenticated) by the agency/ office issuing the document.
If there are any changes in in any information in your firearm license (I.e. address, qualification, etc.) indicate the changes in the appropriate spaces. Attach a copy of the document validating the change.
Application with lacking requirements will note be accepted for processing.
WARNING: Before signing any document, read carefully the undertaking signifying the correctness and truthfulness of your entries. Your application will be subjected to verification. Any misdeclaration may lead to cancellation of the firearm license and confiscation of firearm without prejudice to the filing of the appropriate criminal case. File your application with the Firearms and Explosives Division in Camp Crame or with the Police Regional Operations and Plans Division covering your place of residence. Your license card will be release upon presentation of your claim stub.
Requirements for License to Deal Firearms and Ammunition / Repairs of Firearms
The applicant will secure/prepare the following requirements in three (3) copies:
Location plan of the proposed gun store/repair shop showing distance from the nearest Police Headquarters (in meters)
Sketch of the firearms and ammunition vault showing inside dimension and construction materials used and the kind of door and locking device.
Copy of Business Registration of the firm with the Securities and Exchange Commission (Articles of Incorporation and By-laws) and/or Department Trade and Industry.
Clearances of the Manager/Proprietor/Person who will manage the FA/Ammo Dealership or perform the repair of firearms form the City/Municipal Mayor, Metropolitan/Municipal Trial Court, City/ Municipal Chief of Police in the place of his/her residence, NBI Clearance and DI Clearance.
The applicant will accomplish Application for License to Deal in Firearms and Ammunition (Form 1)
The applicant will write a supplementary letter addressed to the Chief, PNP (thru: Channels) requesting issuance of License to Deal in Firearms and Ammunition/Gun Repair and also stating among other things, the following;
Certification or Affidavit of the Corporate Treasurer and Bank Statement that Paid-up capital stock of P500,000 as proof of capitalization.
Location of gun store/gun repair whether it is properly constructed of strong materials and safely located.
Whether it is provided with burglar and fire proof vault enough to safely accommodate the quantity of firearms and ammunition applied for.
Name of Proprietor/Manager who will actually manage gun store/repair firearms and his/her qualification and experience in the business.
Picture of gun store/repair shop and depository vault.
Certification from PPD that the gun store/repair shop is secured and safe from insurgents
Tax Identification Number Re-Revenue Regulations No. 11-99
Such other information that will justify the application.
Submit all papers to the Police Provincial City Director for inspection, comment and recommendation. If the gun store/gun shop is located in Metro Manila, the applicant shall be submitted to the Chief, FED, Camp Crame, Quezon City.
From the Police Provincial City Director, the application will be forwarded to the CHief, FED which after processing will be forwarded to the Chief, PNP (thru: channels) pursuant to PNP Memo Cir No 99-009 dated 16 March 1999.
If the application is approved by the Chief, PNP License To Deal Firearms and Ammunition/ License to Repair Firearms is issued by C, FED after submission of Dealer's Bond by the applicant.
NOTE: *Applicant for Indentor's License To Deal Firearms and Ammunition and other related items to PNP, AFP and other Government Entities for commercial purposes shall disregard the requirements in paragraph in 1a and 1b and paragraph 1a, 2b, 2c, 2e and 2f. *Applicant for Firearm Repair Stop disregard item 2a.
Renewal of License to Deal Firearms / Ammunition and Other Licenses

Summary of transactions made foe the last twenty-four (24) months including copies of monthly report/list individuals to whom the firearms were sold and had been licensed.

Letter justification for the late filing of renewal of license. (request to renew should be filed sixty (60) days prior to expiration)
Latest DTI for Single Proprietorship and SEC Registration for Partnership/Corporation/Incorporation.

For provincial applicant, secure the endorsement of the Police Provincial/City Director with the following attachments:
